The Ridgefield Police Department will participate in a seat belt enforcement and education Campaign to be conducted Nationwide. The National “Click it or Ticket,” program will take place from May 19, 2008 to June 1, 2008. Law Enforcement officers throughout New Jersey will be stepping up enforcement and education of the state's Primary Seat Belt Law. The enforcement and education campaign comes as part of the nationwide “Click it or Ticket,” mobilization.
The goal of the program is to increase the statewide seat belt usage rate to 93%. Last year, the seat belt usage rate in New Jersey rose for the 11th consecutive year, to 91.4%.
In 2007, there were 716 motor vehicle fatalities in New Jersey, a large percentage of which were not wearing a seatbelt. Seat belt use saves lives and prevents injuries. Between 1975 and 2000, seat belts prevented 135,000 fatalities and 3.8 million injuries nationwide, saving $585 billion in medical and other associated costs. Seat belt use is especially important for teens and young adults. Motor vehicle crashes are the leading cause of death for people age 15 to 34 in the United States.
On or about May 1, Police will educate the public on the importance of seatbelt use through personal interaction and published campaigns. During the mobilization period from May 19 – June 1, The Ridgefield Police Department will conduct a zero tolerance seat belt enforcement campaign. Motorists who are not buckled up will be issued a ticket.
The statute for a seat belt violation is 39:3-76.2f and carries a fine of $46.00. All statistics were compiled by the New Jersey Division of Highway Traffic Safety. Chief of Police Richard Stoltenborg requests all residents to Buckle Up!
Effective March 1st, 2008, the use of wireless hand-held telephones and electronic communication devices by the operator of a moving vehicle is a primary offense in New Jersey. This means that you can be pulled over and issued a ticket by a police officer for talking on your cellular phone or text/electronic messaging with a phone or PDA.
Governor Corzine signed the bill into law in November of 2007 in an effort to make our roadways safer. An increased number of motor vehicle crashes are being attributed to distracted drivers and the cellular phone is one of the most common distractions.
Use of an electronic device or cellular phone means talking or listening to another person or text messaging or sending electronic messages while driving.

Welcome to the Borough of Ridgefield Police Department section of the web site.
The Ridgefield Police Department dates back to 1893 when the first town Marshall, Clyde Wright was appointed on July 11, 1893. From 1893 into the early 1900's the Police Department consisted of only a few men called “Marshalls”.
In the early 20th century, Ridgefield was plagued with a number of robberies, so the young town formed a vigilante committee to patrol the streets. They would meet at
Rev. Wheaton's house which was located on the southeast corner of Edgewater and Broad Avenues, play cards until 9:00 o'clock and then make their rounds of the town. Years later, they discovered the robber was one of the card players!
The paid Police Department was formed in 1924 and George Darrow was named Superintendent of the Police Department and had many other duties including the Department of Public Works. Darrow was followed by the first Police Chief in the Borough's history, Edward Bunce. Chief Bunce was followed by Walter Gallagher, William Riccardi, Thomas Mulligan, George Corvelli, Arthur Hennessey, Lars Oyen and John Bogovich. The current Chief of Police, Richard Stoltenborg is the ninth chief in the Borough's history.
